Dr. Violet Kajubiri Froelich taking oath as the new Deputy Chairperson of the Education Service Commission (ESC).

KAMPALA: The Chief Justice, Hon.Justice Bart M. Katureebe, on July 20, 2018 swore in Dr. Violet Kajubiri Froelich, as the Deputy Chairperson of the Education Service Commission (ESC).

He also swore in Mr Johnson Malinga as a member of the commission. The two were nominated by HE President Yoweri Museveni in April to serve on the ESC. The commission advises the President on matters of education and appointing all personnel in the education service. It also oversees both the teaching and non-teaching staff of post-primary and tertiary institutions, except national universities.

The Chief Justice congratulated the team upon their promotion and wished them success as they superintend the education sector.

In her acceptance speech, Dr Kajubiri pledged to work with the all the members of the ESC. She said the ESC serves a rapidly growing population which puts pressure on the Commission. She said the commission is committed to recruit competent personnel.

Dr Kajubiri has for the last eight years served as a member of the commission. On his part, Mr Malinga said his second term on the commission will be an opportunity to give good service.

Hajji Badru Lubega-Wagwa, the Chairperson,ESC thanked the CJ for presiding over the ceremony.

He said the appointment of Dr. Kajubiri and Mr. Malinga is appreciated "as it helps us to come close to a fully constituted Commission."

He pointed out that the Commission is addressing the challenge of teachers not being paid a commensurate salary despite a higher qualification.

"Had it not been the limitations of the Budget, we would not be talking of unemployed qualified teachers or classes without teachers," Mr. Lubega said adding that with the recruitment on replacement basis, those too are being handled.
